CALLAWAY COUNTY STORM WATER

MANAGEMENT PROGRAM

SEPTEMBER 2007

Introduction

 

As a result of the 2000 Census, portions of Callaway County have been included in the Jefferson City urbanized area boundary. Because of this designation, Callaway County is required to obtain a NPDES Phase II Storm Water Permit for the areas of the County that fall within this urbanized boundary.

 

Part of the permit process requires the County to develop a Storm Water Management Program (SWMP). The SWMP summaries the county’s intentions to reduce the amount of pollution in stormwater runoff by addressing six minimum control measures detailed in the permit.  These minimum control measures are as follows:

 

1. Public Education and Outreach.

2. Public Involvement and Participation.

3. Illicit Discharge Detection and Elimination.

4. Construction Site Runoff Control.

5. Post-construction Site Runoff Control.

6. Pollution Prevention/Good House Keeping

The county will adapt this plan to its own unique situation and will attempt to improve the plan each year.  As circumstances change, new solutions may be necessary to better control pollution in stormwater.  This plan is a foundation on which new and innovative ideas and solutions can be developed in the years to come to protect the water quality of our local streams.

 

 

 

 

Definitions

 

Stormwater: The rain water that flows off parking lots, yards, and other properties into roadside ditches, storm drains, and streams during a rainstorm.

 

Municipal Separate Storm Sewer System: A stormwater sewer (drainage) system that is “separate” from the regular domestic sewage system.  The stormwater sewer system discharges directly to a stream without treatment of the rainwater.

 

MS4: An abbreviated term for the phrase “Municipal Separate Storm Sewer System”.  (One “M” and four “S’s”.)

 

Regulated MS4: A Municipal Separate Storm Sewer System that is required to obtain an NPDES Permit and comply with the Missouri stormwater regulations.

 

MCM: An abbreviated term for “Minimum Control Measure”.

 

Minimum Control Measure: One of the six categories that at a “minimum,” must be addressed in the stormwater management plan.  The six categories include Public Information, Public Participation, Illicit Discharges, Construction Site Runoff, Post-construction Runoff, and Pollution Prevention/Good House Keeping.  Each of these categories is a Minimum Control Measure.

 

BMP: An abbreviated term for “Best Management Practice”.

 

Best Management Practice: A type of management, habit, action, practice, type of construction or other ways of doing things that accomplishes the best result – given the circumstances (size, budget, other factors) a county must work under.  Each county must look at its own particular situation and determine what BMPs work best to implement the six MCMs.

 

MEP: An abbreviated term for “Maximum Extent Practicable”

 

Maximum Extent Practicable: Doing your best to the maximum extent that is practical – given your county’s abilities and needs.

 

 

The following SWMP was developed for and applies to the portion of Callaway County that falls within the urbanized area boundary and not the entire County.

 

#1. Public Education and Outreach

 

Callaway County has a goal of significantly increasing awareness among its citizens regarding stormwater pollution. The strategy for accomplishing this goal will include several measurable efforts to raise public awareness of how storm water is contaminated and ways each individual can help minimize the problem.  Outreach will seek to inform people about the following subjects:

 

1.       The proper handling and disposal of solid wastes.

2.       The proper handling and disposal of hazardous wastes.

3.       The proper handling and application of fertilizers and pesticides on lawns.

4.       The elimination of illegal dumping of oil and other chemicals into storm drains.

5.       The importance of erosion control structures on construction sites to prevent sediment from eroding into storm drains and streams.

6.       The importance of site designs that incorporate dispersed micro-detention practices to improve water quality and other post-construction structures to prevent erosion down stream of new development.

Actions and Measurable Goals:

 

Action 1: Establish a section on the county’s website that discusses the subjects listed above.

 

Measurable Goal: Complete action by March 1, 2008

 

Action 2: Place informational brochures available to the public in county courthouse discussing the subjects listed above.

 

Measurable Goal: Have brochures in place by March 1, 2008

 

Action 3: Contact local radio and television stations and newspaper to discuss possible public service announcements or storm water stories.

 

Measurable Goal: Make contact by March 1, 2008 and set a goal for the first PSA May 1, 2008.

 

Action 4: Make storm water presentations to the public and assist with the Callaway County Water Festival each year.

 

Measurable Goal: Make 1 presentation per year to various civic groups in addition to participating in the Callaway County Water Festival.

 

Action 5: Continue to be an active participant in the Mid Missouri Solid Waste Management District

 

Measurable Goal: Attend meetings and participate in yearly solid waste and tire pickup programs.

 

 

 

#2. Public Involvement and Participation

 

Callaway County will initiate measures to get the public involved in stormwater issues.

 

Actions and Measurable Goals:

 

Action 1: The county commission will discuss stormwater issues & requirements scheduled commission meetings.

 

Measurable Goal: The county commission will discuss stormwater issues and requirements at least 2 times per year at public commission meetings.

 

Action 2: The County will take advantage of partnering opportunities with other public entities in the urbanized area to help with special events dealing with stormwater issues.

 

Measurable Goal: The County will participate in special events such as the Callaway County Water Festival and any others that come to our attention.

 

Action 3: The County will discuss the possibility of forming a Stormwater Committee with the other public entities to guide the development of stormwater requirements and standardization among the entities.

 

Measurable Goal:  The County will contact the other entities by January 1, 2008.

 

Action 4: The County will write articles which solicit comment from the public concerning the Phase II requirements for inclusion in the Holts Summit Community Betterment Associations quarterly newsletter which is mailed to all residents in the 65043 zip code area.

 

Measurable Goal: The County will prepare at least one article per year for inclusion in the newsletter and will log comments received from the public.

 

#3. Illicit Discharge Detection and Elimination

 

Callaway County will implement measures to reduce and eliminate unauthorized discharges to its storm sewer system.

 

Actions and Measurable Goals:

Action 1: Callaway County will conduct visual inspections of stormwater outlets to detect illegal discharges to storm sewers.

 

Measurable Goal: The County will visually inspect 25% of all stormwater outlets each year and record the inspection date and result.

 

Action 2: The County will establish a phone number that citizens can call to report illegal discharges.

 

Measurable Goal: The County will place the phone number on all literature and the County web site.

 

Action 3: The County will hold public meetings and discussions about establishing an ordinance prohibiting the discharge of oil, paints, wash water, and other wastes into the county storm sewer.

 

Measurable Goal: The County will hold public discussions on an illegal discharge ordinance and have an ordinance in place by May 1, 2008.

 

Action 4: The County will track calls and response actions for illicit discharge complaints.

 

Measurable Goal: The tracking system will be in place by May 1, 2008

 

 

#4 Construction Site Runoff Control

 

Callaway County will establish procedures and policies to promote the control of erosion on construction sites.  The following actions will be taken.

 

Actions and Measurable Goals:

Action 1:  The County will hold public discussions about drafting an erosion control ordinance.  The ordinance will require a permit and erosion control plan for all construction sites of 1 acre or more within the urbanized boundary.  The ordinance will specify examples of BMPs that must be used on site.

 

Measurable Goal: The County will adopt a construction runoff ordinance by March 1, 2008.

Action 2: Require an erosion control plan to be submitted to the County for every construction site of 1 acre or more within the urbanized area boundary.

 

Measurable Goal: Require the submittal of an erosion control plan for all construction sites of 1 acre or more within the urbanized boundary by March 1, 2008

 

Action 3: The County will incorporate the land disturbance permit process with the existing sewer permit process.

 

Measurable Goal: The County will have a land disturbance permitting process in place by March 1, 2008.

 

Action 4: The County will implement the requirements of its General State Operating Permit for land disturbance activities on all county construction projects.

 

Measurable Goal: The County will report all active land disturbance sites on a quarterly basis as required in the permit.

 

Action 5: The County will contract with a consultant to help draft a land disturbance ordinance and land disturbance permit.

 

Measurable Goal: The County will contract with the consultant by January, 1 2008.

 

 

#5. Post-Construction Site Runoff Control

 

Callaway County will establish policies and procedures to control post-construction site runoff.  The County will implement the following actions.

 

Actions and Measurable Goals:

Action 1: The County will contract with a consultant to help draft a regulatory process that addresses water quality issues through better site designs that incorporate dispersed micro-detention practices.

 

Measurable Goal: The County will contract with the consultant by January, 1 2008 and the plan will be developed and fully implemented by January 1, 2009.

 

Action 2: The County will develop a regulatory process requiring dispersed micro-detention practices which address water quality and runoff volumes into existing storm water systems

 

Measurable Goal: The County will have the regulatory process in place by January 1, 2009.

 

 

#6. Pollution Prevention/Good House Keeping

 

Callaway County will establish policies and procedures to reduce the potential for pollution of stormwater by county operations.  The following actions will be implemented.

 

Actions and Measurable Goals:

Action 1: Have staff meetings with all public works employees to discuss good house keeping. The training will include proper handling and disposal of solid wastes and hazardous wastes.

 

Measurable Goal: Have staff meeting with all public works employees to discuss good house keeping once every 6 months. These staff meetings will be held to refresh personnel on environmental regulations.

 

Action 2: Callaway County employees will be instructed in the proper handling and application of herbicides.

 

Measurable Goal: Callaway County employees will be instructed in the proper handling and application of pesticides within 6 months of the issuance of the permit.  Employees will be instructed in the proper handling and application of herbicides once each year.

 

Action 3: Public Works employees will be made aware of the requirements of our General State Operating Permit for land disturbance activities and will be instructed in the proper use of BMPs on county operated construction sites.

 

Measurable Goal: Public Works employees will be instructed in the proper use of BMPs on county operated construction sites by January 1, 2008. Employees will be instructed in the proper use of BMP’s once each year.

 

Action 4: The County will contract with a consultant to help draft and implement a formal training program as well as an inspection plan which includes procedures, protocol and logging.

 

Measurable Goal: The County will contract with the consultant by January, 1 2008 and the plan will be developed and fully implemented by January 1, 2009.
